APRIL 1, 2012 LOSS COST REVISION APPROVAL

The Insurance Commissioner has approved revised loss costs and related rating values effective on a new and renewal basis as of 12:01 a.m., April 1, 2012. The approved loss costs are those submitted under Bureau Filing No. C-361, calling for an overall average decrease of 5.66 percent from existing loss costs. NEW FEDERAL USL&HW COVERAGE SERVICE

Insurers are currently required to report coverage issued under the Longshore and Harbor Workers’ Compensation Act and its extensions, the Defense Base Act, Outer Continental Shelf Lands Act and Non-Appropriated Fund Instrumentalities Act (USL&H) by mailing a hard copy of DOL Form LS-570 to the United States Department of Labor (US DOL). The US DOL intends to eventually phase out hard copy reporting of policy information and replace it with electronic filing to the national office of the Division of Longshore and Harbor Workers’ Compensation. SUBMISSION OF APRIL 1, 2012 LOSS COST FILING

The PCRB has submitted to the Pennsylvania Insurance Department a filing of Pennsylvania loss costs, related rating values and Manual rule changes with a proposed effective date of April 1, 2012. That filing, Bureau Filing No. C-361, proposes an overall average loss cost decrease of 5.66 percent. For more detail refer to Bureau Circular No. 1593.

EFFECTIVE NOVEMBER 30, 2011

The PCRB has entered into an agreement with the National Council on Compensation Insurance, Inc. (NCCI) that enables the PCRB to meet, on behalf of its members, the new electronic reporting requirements concerning proof of coverage under the Federal Mine Safety and Health Act imposed on the insurance industry by the United States Department of Labor (US DOL), Office of Workers’ Compensation Programs, Division of Coal Mine Workers’ Compensation (DCMWC). IMPLEMENTATION OF ACT 20 OF 2011 (HB 440) EFFECTIVE AUGUST 29, 2011

The Insurance Commissioner has approved Manual revisions to Section 1, Rules, and adoption of a countrywide endorsement (WC 00 03 10) in recognition of the enactment of Act 20 of 2011 (HB 440). PENNSYLVANIA CONSTRUCTION CLASSIFICATION PREMIUM ADJUSTMENT PROGRAM MANUAL REVISIONS - SECTION 1 RULE IX H.
