Evaluating the Impact of Pennsylvania’s Certified Safety Committee Program:

The Pennsylvania Certified Safety Committee Program (PCSCP) provides premium credits to employers that establish and maintain certified workplace safety committees in accordance with state requirements. To assess how the program is performing, PCRB analyzed PCSCP experience across policy years 2006 through 2022.

This report examines participation levels, credit application, policy characteristics, and loss experience for participating and non-participating employers. By evaluating long-term trends, the analysis provides insight into how the program influences premium outcomes and how safety-related incentives align with observed loss experience across Pennsylvania’s workers’ compensation system.
