Change to Three Decimals for Loss Costs and Expected Loss Rates

The Pennsylvania Compensation Rating Bureau (PCRB) is proposing to extend the decimal precision of ratemaking and experience rating values from two decimal places (X.XX) to three decimal places (X.XXX) for loss costs and expected loss rates. This change will be included in the Annual Loss Cost Filing effective April 1, 2026.

The worksheet, which was updated for the first time in more than 25 years in concert with the revised Experience Rating Plan, is more user-friendly and effective with improved usability and transparency.

PA Insurance Commissioner Approves PCRB’s Annual Loss Cost Filing, Continuing Trend of Decreasing Workers Compensation Insurance Costs

On November 27, 2023, the PCRB submitted Filing No. C-383 to the Pennsylvania Insurance Department, containing a proposed overall loss cost change of -7.88%. Also, included in this filing are proposed revisions to Designated Auditable Payrolls and changes to Sections 1 & 2 of the Basic Manual. The proposed effective date is April 1, 2024.
