Job Summary:
The Director of Data Management provides strategic leadership in ensuring that all data is collected, properly managed and delivered by the bureau is accurate, secure, well-governed, and fit for use in ratemaking, experience rating, and research. Simply, its leveraged from Source to Storage to Delivery in the most efficient and effective way to benefit the organization and its insurer members and customers. This role oversees the bureau’s data management and governance strategy, ensuring compliance with regulatory requirements and industry standards while enabling data to be leveraged as a strategic asset. This position performs accountabilities under limited supervision, oversees and optimizes data resources through the development and implementation of data management best practices and principles. Further, the Director advances data analysis approaches including business model oversight of key data system(s), their integration, attributes and managing key DCO, CDX, an internal consultant relationships. The Director guides data collection programs (policy, unit statistical, claims, medical, indemnity and financial), ensures the implementation of data governance frameworks and drives continuous improvement in data quality. The Director collaborates with executives, regulators, member insurers, and industry associations (e.g., NCCI, WCIO, IDMA) to advance data standards and promote a strong data stewardship culture. This role provides subject matter expertise to the Business and IT organizations, balancing legacy system operations with modernization initiatives. It pro-actively provides guidance and leadership to strategic projects around accuracy, usage, and availability of data. This job leads others directly and indirectly. Managing of the employee life cycle of staff from identifying department/staff needs, recruitment, hiring decisions, performance management, evaluations, training, and staff development.
Essential Responsibilities:
Data Quality & Compliance
- Works with other leaders to influence strategies and policies to ensure data consistency, accuracy, timeliness, validity, and completeness
- Develops procedures and processes to certify data quality for business purposes
- Oversee, coach, and mentor team members who perform complex data profiling and analysis; communicates results in support of data quality processes
- Meets with key business leaders to recommend, develop, maintain, and prioritize business data requirements and specifications
- Partners with regulators and member insurers to resolve systemic reporting issues, reducing compliance risks and enhancing data accuracy.
- Oversees “report card” or scorecard programs that measure carrier data quality and enforce accountability.
Data Governance
- Manages data initiatives and activities affecting major systems, data environments and company data products.
- Directs building of strategic solutions including transformation logic, business rules, and attribute relationships.
- Responsible for adoption of defined data policies, standards, and best practices on assigned projects or initiatives
- Collaborate with partners on design, development and implementation of generally accepted governance best practices, roles, and responsibilities
- Defines, leads, and implements the bureau’s data governance framework, including policies, standards, stewardship roles, and governance committees.
- Ensures consistency of metadata, definitions, and lineage across all data assets and systems.
- Drives adoption of best practices across the enterprise, ensuring data governance supports both regulatory and strategic needs.
- Enforce policies and procedures for data quality, privacy, security, and compliance
Data Operations & Analysis
- Expected to work with Business to interpret regulations and policies.
- Leverages knowledge of data models, data relationships, mapping lineage and business rules to ensure that solutions meet operational, business and insurer-member needs
- Oversees end-to-end management of the bureau’s data lifecycle – from source submission (via CDX/DCO) to storage (warehouse, cloud platforms) to delivery (filings, analytics, member services).
- Supports actuarial, research, and analytics teams by ensuring the availability of high-quality, fit-for-purpose data.
- Leads complex impact analyses for regulatory or system changes (e.g., changes in statistical plans, new data calls, or legislative mandates).
- Directs the resolution of complex data issues, including root cause analysis and process improvements.
- Works with and handles internal data, central support, and bureau products and services e.g., data calls, of advanced complexity for changes to production systems, determines impact on existing systems, processes, and develops appropriate specifications, enhancements and or procedures to comply.
- Leads the root cause analysis and resolution of business data issues, including proposal and implementation of specification or procedural changes to address the issue, working with impacted areas
Metadata Management/Data Catalog
- Works with IT and applies advanced understanding of overall physical and logical data model and of data relationships, mapping, lineage and business rules
- Leads the design and implementation of metadata repositories including the data dictionary
- Ensures traceability of data lineage and documentation of transformation logic, rules, and attributes.
Data Security & Privacy
- Works with IT to ensure that data access, dissemination, and retention practices align with regulatory, legal, and bureau standards.
- Dissemination and distribution of data and information is handled in accordance with established regulations and policies. DM team is not responsible for securing network databases but is accountable for securing information shared within and outside of the organization.
Knowledge Management & Data Culture
- Partner with bureau colleagues to champion a data-driven culture, promoting data stewardship and accountability across the organization.
- Leverage tools, processes and workflows to capture knowledge, find information and maintain its relevance
- Actively promotes a knowledge sharing culture and value proposition while generating awareness of initiatives throughout the organization
- Articulates guiding principles and frameworks that align with the strategic vision
- Leads the creation maintenance and governance of categorizing data, ensures it applicability to content and or data
- Maintain strong understanding of emerging trends in knowledge management
Leadership & Team Development
- Develops and owns project timelines and planning for assigned projects
- Integrates work efforts within respective team portfolios

Non - Essential Responsibilities:
- Participate in industry meetings, workgroups, conferences and seminars. Participation may include attending, presenting or facilitation of meeting materials and presentations for internal and external stakeholders.

Requirements:
Education:
Bachelor’s degree in Information Systems, Data Management, Data Science, Statistics, Actuarial Science, or related field or equivalent work experience required.
Master’s degree (MBA, MS in Data Analytics/Information Systems) preferred.
Experience:
10 years of data management, governance, or relevant analytics experience, with at least 5 years in leadership. Experience with data profiling and data quality, recommending improvements to best practices. Demonstrates understanding of overall data models, data relationships, mapping lineage and business rules. Prior experience in property & casualty insurance, preferably workers compensation, strongly preferred.
Core Skills:
Excellent verbal and written communication skills. Highly motivated, organized with ability to handle multiple functions and projects. Ability to manage and develop relationships while representing the Rating Bureau. Software proficiency in programs such as MS 365 Office Suite. Strong SQL, coding, DBA and Smartsheet’s knowledge. Demonstrates understanding of overall data models, data relationships, mapping lineage and business rules. Advanced knowledge of data management tools, techniques and programming languages

Work Hours:
Normal Bureau hybrid Flex time is available. Employee must be flexible when needed as projects or deadlines may sometimes necessitate extended hours.
