The Pennsylvania Insurance Department has announced the availability of refunds related to the 2003 Workers’ Compensation Security Fund (WCSF) assessment, pursuant to Act 45 of 2025.
Carriers that paid the 2003 assessment—and meet the eligibility requirements outlined by the Insurance Department—may apply for a refund of the full amount paid, without interest. Refunds are issued upon request and are limited to carriers (or their verified corporate successors) that made the original assessment payment.
Eligible carriers must submit a complete online application no later than 5:00 p.m. on April 27, 2026. Refunds will be issued within 60 days after an application is received and eligibility is verified by the Fund.
